Political Change and Urban Environmental Planning In several parts of the world cities and their inhabitants have been released from the constraints of centralized, undemocratic regimes or are beginning to overcome the dislocations of war. Under circumstances of oppression or war, participatory sustainable development is difficult to achieve. In this section we describe two cities that have started back on the road to normality.
