ABSTRACT
Chapter I set out many of the challenges facing the world's cities and local authorities as a result of demographic, economic, and technological trends. The impact of these trends is that cities in all parts of the world are facing issues that cannot be dealt with in isolation. This chapter shows how they can cope more effectively as part of a global system.
