ABSTRACT
Recommendations to Municipal Associations As Chapter 4 in particular has shown, international and national associations of municipalities can contribute strongly towards enabling local governments to operate effectively and to engage in productive intermunicipal cooperation programmes. Some of the recommendations in Chapter 4 concerning the operations of such programmes relate to the actions of municipal associations. The following recommendations relate to how municipal associations can make their activities more effective:
• International associations of local authorities should develop more formal linkages between themselves. This is a minimum requirement for making an integrated approach to international agencies. An effective framework for municipal international cooperation activities depends on the existence of partnerships between international agencies and municipal associations.
