ABSTRACT
Programme Overview The Urban Community of Lille (Communaute Urbaine de Litle - CUDL) treats its own refuse and has recently established a residential waste-recycling programme to reduce the amount of waste going to landfills or incinerator faCilities. The programme's estimated opt~rating budgeli mitlion over a ten-year period, which will pay for the total replacement of collection and equipment. The major impact of the programme will be the establishment, among all waste contributors within the CUDL, of a 'culture' and daily practice of waste separation.
