ABSTRACT
Two citizens' committees were appointed by tbe Mayor of Troyan to oversee tbe project. Working on a volunteer basis, tbe committees represented various interests in the community. A Technical Committee was mandated to collect and analyse infonnation about environmental risks facing Troyan and potential solutions, and a Policy Committee was responsible for educating the public and soliciting public opinion. The Institute for Sustainable Communities provided Committee members and project staffwith tbe necessary training and resources required to fulfill risk-based planning tasks.
