The Luxembourg Ministry for Energy has emphasized its intentions by offering state subsidies for the installation of the energy-efficient plants. The Ministry for Energy has set the tone by its involvement in the company LUXENERGIE, which, together with other partners, will construct district heating plants on the Kirchberg Plateau. Esch has a population of 25,000 and is the second largest town in Luxembourg. Of its total area of 1435 hectares some 528 hectares are built up with around 6000 buildings. The number of vehicles amounts to 10,700. For years natural gas has been making serious inroads into fuel oil as regards the primary energy used. The company SURRE, which was founded in Esch in 1988, consists of shareholders from four different branches. Its main task is to pinpoint projects for the construction of district heating plants, to examine their viability and to provide turn-key production of the plant.
