ABSTRACT

The UK energy bill in 1987 for end users was £38,500 million, equivalent to 9 per cent of GDP. The intensity with which energy was being used fell by 7 per cent across the whole economy between 1983 and 1987 and the Government estimates that in addition there are 20 per cent more savings to be made, using established conservation techniques. The population of Newcastle is 286,000 and it is the centre of the north east of the UK. The annual expenditure on energy has been estimated at £1600 million, using 100,000 therms of gas and 1350 gwh of electricity. The energy utilities are changing from state to private sector monopolies. The local energy projects are mainly concerned with urban waste energy management, buildings and institutional and organizational management. Newcastle City Council has proved successful in the areas in which it has direct influence.
