ABSTRACT

It may seem daunting to try to influence the work of large international institutions, but the Community’s law-making process is more open than national law-making in many states. Input into the procedures from the outside is very much part of the process. Although small organizations will generally lack the funds necessary to mount a full-scale lobbying effort, it may be possi­ ble, with careful targeting, to have an impact on future laws. It normally takes several years for a new law to be adopted and during this time many amend­ ments may be made to the original proposal.
