ABSTRACT
There were two volets (“sides”) in the evolution of the FC: the scientific side and the political side. The final product was a synthesis of both. In this chapter we discuss the evolution of the scientific and political aspects of the FC. We then discuss some of the important sources and elements that have contributed to the Convention.
