ABSTRACT

Growing national and international concern with the problems of deforestation and environmental degradation have been translated into hundreds of projects and programmes involving reforestation, the promotion of sustainable forest management practices, agroforestry and social forestry schemes. Numerous NGOs, bilateral and multilateral aid agencies, corporate enterprises, rural producers and landowners, as well as state agencies, are involved in this field. A variety of concerns and interests underlie the involvement of such agents: conservation; developmentalist or macro-economic concerns which see the lumber industry as playing a positive role in national development and the balance of payments; private interests which see the potential for profitable investment in trees and forests; and the basic needs concerns of peasant farmers and rural community residents. This chapter examines the experience of implementing projects and programmes of this nature.
