ABSTRACT
Portuguese aid is split between different ministries and institutes. It is coordinated by the Ministry of Foreign Affairs, which also takes political responsibility for it. But development cooperation also involves the ministries of Finance, Health, Culture and Territorial Planning. The institutes responsible for the management of development cooperation are all linked, whether directly or indirectly, to the Foreign Office.
