The stagnation of aid The government has committed itself repeatedly to progressing towards 0.7% and improving the quality of ODA. In late 1995 the political party in power signed the National Agreement for Solidarity, in which the final figure of 0.35% of GDP for develop ment aid in 1996 was included as well as improve ments in ODA orientation.
