The future of European Community development cooperation The Development Programme of the European Community has began to focus on the question of how it may develop after the year 2000. The out­ come will depend particularly on two processes: the expiry of the Edinburgh principles on the EC budget (1999) and the revision of the Lome Convention (February 2000). In Europe, the decisions determining the outcome of these processes will be taken by the European Council, which represents the Member States. This chapter therefore focuses on the relationship between the Member States and the European Community Development Programme. Special attention will be given to financial and policy aspects.
