ABSTRACT
Creating the conditions conducive to generating adequate resources for development is the first of the joint responsibilities of developed and developing countries outlined by DAC donors in their set of development goals in Shaping the 21st Century. Informed public and political attitudes to development cooperation and the role it plays in eradicating poverty and creating global human secutiry are critical conditions for achieving adequate resources and coherent policies for sustainable development.
