ABSTRACT

The African Forum and Network on Debt and Development (AFRODAD) in conjunction with the Uganda Debt Network (UDN) have a common strategy and programme to undertake research on key debt issues in the region. The research activities are intended to provide information and data required for dialogue, lobbying and advocacy on debt issues at national, regional and international levels. The Uganda Debt Network is an NGO that was formed to bring together civil society, organis­ ations, institutions, individuals and other interested groups who are concerned about Uganda’s debt burden and how it is hampering economic, social and human development. It was also formed to facilitate dialogue between policy planners, decision makers and implementers of government policy and the general public about Uganda’s debt management and its impact on economic and social development. This research, which was com­ missioned by the two NGOs, focuses in particular on internal management of external loan resources as a factor in the Uganda debt crisis.
