ABSTRACT
These pupils are described as experiencing severely disrupted relationships with parents, teachers and peers and as having a low level of educational attainment or as underachieving. They are often referred to a wide range of agencies, for example the police, social services, the educational social work service (ESWS), the educational psychology service (EPS) and child guidance.
