ABSTRACT
Every learner has an entitlement to all elements of learning. For learners with Special Educational Needs (SEN), the use of ICT can convert this entitlement into reality by providing:
physical access to the teaching and learning environment;
access to areas of learning which were previously unobtainable;
support in the form of tools which lead to independent learning.
