ABSTRACT

The 2001 revised Code of Practice was written in the context of the Labour Government’s Special Educational Needs Action Programme entitled Excellence in Schools (DfEE 1997). This emphasised the need to reduce bureaucracy in response to school concerns about teacher workloads and the effect on morale. It was also aimed at maintaining the focus on raising standards within a climate of accountability and best value. With increasing delegation and fair funding, schools were being expected to show returns in pupil performance, especially at respective key stages and at GCSE.
