Introduction

Many schools have struggled to set targets for raising achievement for pupils with learning difficulties. The QCA produced the P levels to assist with this for schools where pupils are working towards level 1 and where steps in progress are small. These P levels have just been revised and all schools now have a statutory obligation to set whole-school targets.
