ABSTRACT

When the Key Stage 3 Strategy was first proposed, a collective shiver went down the backs of English teachers, who feared that they might have to adopt the Literacy Hour, such a strong feature of the primary Literacy Strategy. Indeed, for some of those who misunderstood its real intentions, or who deliberately misrepresented it, the Literacy Hour was the primary Literacy Strategy Practical considerations, however, meant that the Hour was not to be the central recommended model of organisation in secondary schools.
