ABSTRACT

This chapter explains closer analysis of the information provided by the cities involved in the CITIES project has led to the conclusion that the following policy areas largely make up the urban energy-environmental policy space: urban energy supply systems (UESS), urban waste management (UWM), urban transport systems (UTS), information communication and marketing (ICM), management of the municipal building and vehicle stock (MBVS) and development of integrative urban energy-environmental concepts (IUEC). In recent years the European transport scene has shown drastic changes. It is also increasingly recognized that transport plays a vital role in building up an integrated European network economy. The chapter concludes that urban transport systems policy with a clear environmental and energy focus is lacking in most cities. Apart from the design of advanced hardware and software components of such systems, critical success factors are: environmental compatibility, sound financing schemes and efficient organizational and institutional structures for designing and managing such systems.
