As a consequence of the increases in energy prices in 1973, the goals of energy policy for the Federal Republic have, in the same year, been reformulated by government. Focal points of the energy programme have since been: • economical use of energy; • reduction in the use of oil through an increase in the supply of other

available energies; • stable supply and optimal use of locally produced coal; • expanded supply of natural gas; • increase in the use of district heating; • consideration of ecological necessities in every energy supply strat-
