ABSTRACT

All organisations are made up of people, but the complex nature of many development tasks makes NGDOs especially dependent on the attitudes and competencies of staff and volunteers. In addition to the availability of other resources, four key factors enable staff and volunteers to work effectively. These are: organisational culture, the qualities of leadership, sensitivity to gender, and suitable approaches to human resource management, particularly getting incentives right and ‘forming’ and empowering staff. This chapter focuses on these factors and answers the question: what can NGDOs do to ensure that the capabilities of the organisation's individuals and groups are adequate and motivated towards its mission?
