ABSTRACT

The output from the conceptual framework is a set of working principles which govern the interaction between actors. However, even when this has been customized, when the various problems associated with different rationalities have been overcome and when a clear understanding has been achieved between the different parties, this is still insufficient to guarantee meaningful and effective community participation. Community participation is only meaningful if it is carried through the full cycle of the activity and into the future. So where the customized conceptual framework concerns itself primarily with determining objectives and defining relationships, the working model is concerned primarily with the determination of roles, as they will relate to the activity.
