ABSTRACT
In 1988 Margaret Thatcher made a now-famous speech in which she acknowledged that global climate change presented a new and very serious challenge for humankind. In words which echoed those of the environmental movement itself (‘We do not have a freehold on the earth,’ she said, ‘only a full repairing lease’) the then Prime Minister declared that we were experimenting with the very life support systems of the planet. 1
