ABSTRACT
The first part of this book presents some context and theory for an analysis of the use of quotas in international environmental agreements. Environmental problems are different from other types of problems on the international agenda. Yet, the features of these situations, while varying in specific details, may be generalized sufficiently to suggest some explanations for agreements reached in negotiations.
