ABSTRACT

The period between 1982 and 1988 was one of continuing growth in international environmental activity. New international agreements were negotiated and signed - including major conventions on the law of the sea, the protection of the ozone layer, and the control of hazardous substances. 1 Conferences, action plans, regional agreements and national laws all multiplied. The Intergovernmental Panel on Climate Change was established. The theme of 'sustainable development' expounded in the World Conservation Strategy was seized upon, elaborated and publicized by the World Commission on Environment and Development.2
