There is a wealth of opinions on what constitutes development, what its aims should be and how they should be met. Few would argue against the objective of meeting the world population's basic needs and improving living standards. Some ecologists may raise doubts about the dominant position assigned to humans in relation to other species, but there is a general consensus that human wellbeing should be maximized. There are also different views about how development should be achieved, about the role of market forces and whether to approach development from the 'bottomup' or 'top-down'. A fundamental aspect of this debate is the level of state intervention deemed appropriate.
