ABSTRACT
The vehicles of participation include those instruments 1 or mechanisms that facilitate the development of participatory processes. In relation to municipal service delivery, the primary vehicles of community participation can be disaggregated into the municipal team, community organisations and non-governmental organisations. In order to make each of these vehicles effective in the participatory process it is essential that both the individual and organisational capacities of these vehicles are enhanced.
