ABSTRACT

Enforcement, technical assistance and capacity-building are all means to respond to and prevent non-compliance. To be successful, they require resources and political commitment, which in the CITES context are all too often in short supply. This chapter attempts to give an overview of national enforcement capacity by taking a look at 15 selected parties, then examines efforts to improve enforcement at an international level, followed by a look at the programmes that have been developed to provide parties with technical assistance and capacity-building.
