ABSTRACT
This chapter examines the response to non-compliance that has evolved or is being proposed in relation to specific issues – inadequate national implementing legislation, non-reporting, non-designation of Scientific Authorities, and non-payment of dues to the Trust Fund. It concludes with an analysis of the ongoing debate on non-compliance measures that has been sparked by the large number of parties under consideration for sanctions as a result of decisions on national legislation and non-reporting adopted at COP11.
