ABSTRACT

Little attention was given to science and technology when those concerned with determining the nature and staffing of the Occupation were developing plans for the post-surrender period. There was much interest, of course, in one question: 'How close were the Japanese to the development of an atomic bomb?' And there was strong feeling that Japanese scientists and engineers should be subjected to rigid controls so that they could not do any research and development that could conceivably lead to further (and possibly more effective) military action by Japan.
