ABSTRACT
It is 7:20 on a warm summer everting, 10 minutes before the public meeting to discuss a proposal to widen a nearby freeway is scheduled to begin. Already, a dozen citizens are milling around outside the local high school. Inside, behind the locked doors, frantic staff people hurriedly bustle about, trying to set up things in a gymnasium none of them has seen before.
