ABSTRACT

This chapter reviews the effects of the Court on quality-of-life conditions in the Midtown area. It documents changes in offenses such as street-level prostitution and unlicensed vending—offenses that are linked to neighborhood markets with a steady customer base. It looks closely at selected hot spots of illegal activity—geographic areas with high concentrations of quality-of-life offenses. It also examines the effect of community service work on concentrations of graffiti in the Court’s target area.
