ABSTRACT

This chapter describes the structures and culture of agricultural organisations which make access to leadership problematic for women. Women's virtual absence from leadership positions in agriculture makes the study of organisations, where leadership is focused, and an important aspect of any analysis of this issue. Government bodies have, however, been more successful in facilitating women's entry to leadership positions through appointments of female Chairs of Selection Committees and through Ministerial advice supporting the appointment of women. The historical growth of organisational structures occurred when women were largely absent from the workplace resulting in the development of male dominated structures and functions. Agricultural policy is developed through farmer bodies in each state coordinated through the peak body, the National Farmer's Federation (NFF) and through other industry bodies including agribusiness concerns. Federal and state governments are responsible for many statutory and non-statutory bodies which oversee policy development in a number of industry areas.
