The measures designed to deal with corporate crime are distinct from the used to control ordinary crime or even other types of white-collar crime. The inculcation of ethical principles forms the basis of crime prevention and control white-collar crime or corporate crime. Given a position, the major alternative is some type of corporate organizational reform that would discourage violations. A major proposal for corporate reform and control is that all large corporations be federally chartered; at present nearly all corporations are chartered by individual states. No single measure proposed can by itself effectively control corporate crime. This is true whether the method be improved ethics, corporate reorganization, federal chartering, expanded enforcement resources, stiffer penalties, publicity, or consumer action. The major arguments against deconcentration and divestiture presented by the giant corporations are that firms will be put out of business, employees will be laid off, and prices will be increased.
