Etzioni's call for new Global Authorities was based on his assessment that it was the optimal way to ensure the peace, security, and prosperity of the United States in the post-Cold War world of the twentieth century. American foreign policy should be informed with a clear moral purpose, based on the understanding that its moral goals and its fundamental national interests are almost always in harmony. Charles Krauthammer summed up the prevailing sentiment by arguing that the "promotion of democracy multiplies the number of nations likely to be friendly to the United States". The promotion of democracy might even solve many of the pressing international security problems that beset the United States today. The Security First paradigm rejects the idea of using external military pressure to bring about change in other societies. Security First calls for a sober assessment of the world's problems, with prioritization given to tackling threats that are the most egregious and universally applicable.
