ABSTRACT

One of the gravest dangers to the security of all states in the international community is the risk that nuclear weapons or other weapons of mass destruction (WMDs) might be used by a rogue state or a terrorist organization. Deproliferation is related to the concept of "counter-proliferation", which focuses on developing military capabilities to successfully employ force against states that have already acquired WMDs. Moreover, deproliferation, according to Amitai Etzioni's conception, expands on the nonproliferation agenda to move beyond prevention and toward reversal: to create conditions for existing possessors to divest themselves of such devices. South Africa also joined the Nuclear Suppliers Group and the Missile Technology Control Regime, thereby signaling its commitment to abide by nonproliferation norms. Syria had developed chemical weapons as a poor man's deterrent against Israel's far superior conventional armies and its undeclared nuclear force.
