Not true. S t r ident voices i n the West assert that the People's Republ ic of C h i n a (PRC) sees l i t t l e to be ga ined f r o m be ing a g o o d in te rna t iona l c i t i ­ zen. This v i e w has three defects: (1) The record of the last t w o decades does no t s u p p o r t i t ; (2) i t is no t i n Beij ing's interest to be perce ived a n d treated as a rogue state; a n d (3) i f other nat ions b e g i n to regard i t i n that l i g h t , they w i l l he lp b r i n g about the v e r y Chinese behav ior they seek to avert .
