ABSTRACT

The outlook of the CUP was greatly influenced by the gradual disintegration of their empire as their former subjects broke away and the European powers grabbed territories. The Armenians, who lay in the path of the vision, had been awaiting the long-delayed arrival of the inspectors-general and the reforms they had been promised by Europe. The Armenian for federation had decided not to participate in parliamentary elections until after the documents establishing the Armenian reforms were signed. If the anti-CUP forces were to develop an organized plan, the Armenians would be the ones who would be harmed the most. The errors the government and CUP had made in regards to Ottoman Armenians would give Russian Armenians no confidence that support for the Ottoman government would improve conditions for their compatriots across the border. There were continuing calls by Armenian political leaders and in the press to increase the small number of Armenians in the gendarmerie.
