WiththeelectionofJohnQuincyAdamsi n 1824,astrong advocateofinternalimprovementsucceededtothepresidency.Hisfirstannualmessage(4)outlinedtheprogramhe hadinview,whileillustrating,aswell,thegeneralorganizationofpublicfinanceatthetime.ButAdamscouldnotmarshalthesupportneededtoenactthewidespreadprogramof improvementstowhichhegavesomuchandconsequentlyregardedhimselfasatragicfailure.
