ABSTRACT
THOSE familiar with institutions for the retarded have seen the wonders and the horrors their employes can work upon their residents. Having seen these things, they may have asked themselves how to make certain that an institution's employes would be of sufficient quality to provide the best possible care and training for its retarded residents.
