ABSTRACT
46. As we stated in the Introduction to this Report 1 we have felt obliged to make an important departure from the recommendations of the Conference Committee, and from our own Terms of Reference, in regard to the formation of a “Colonial Agricultural Scientific and Research Service,” which we have found to be perhaps the most important – certainly the most complex – of the questions referred to us.
