ABSTRACT

A population plan is an important component of the unified national economic development plan. In order to control the rate of population growth according to plan, it is imperative that quotas be established. This serves to define the aims and requirements of planned population growth within a fixed period of time and to provide the basis and direction for planned reproduction work. The size of the total population is the basic target of a population plan, and is also the fundamental target of a national economic development plan. The rate of natural increase is a function of the birth and death rates during the planning period. The formulation of a population plan is a serious political task and is also planning work of a scientific nature. In formulating population plans, people must uphold the reflectivism of materialism and be opposed to the experiencism of idealism.
