ABSTRACT
In order to carry out the population policy established by the Party and the state, it is necessary to promote family planning "step by step until family planning gradually becomes universal," and to achieve "the complete realization of family planning in the future". Viewpoints on marriage and reproduction are organic components of the superstructure and are dominated by the thought of the ruling class. Our nation's guiding principle for the practice of family planning is the principle of unity between state guidance and mass voluntarism. The spread of family planning work must employ the national population plan as its foundation and goal. In the national population plan are embodied the knowledge and application, on the part of the state, of the law of socialist human reproduction and the national policy for planned population growth. State guidance embodies concrete details for family planning work from the scientific and technical standpoints.
