IT happens, also, that besieged cities are hemmed in so firmly and persistently by armed forces, by land and sea, that no sort of relief or sustenance to restore those inside is allowed to enter, except supplies that are violently seized, with the utmost danger and by strong offensive action, from the enemy themselves and brought into the city.
