ABSTRACT
FOR sailors or other folk who serve at sea we find an overseer who is appointed with no single purpose but with several well-considered functions to meet the transgressions of defaulters. The savage must be curbed with severity, the mild kindly reproved; the crafty must be warily treated and honest souls gently.
