NOW ever since then, when noblemen are compelled to enter into consultation for the purpose of restoring unity to regions and their inhabitants in a similar calamitous condition, and of preventing their desolation, they use the same kind of foresight and are with very little delay sequestered in castles or on small islands. All boats are removed, and in a very short time they reach the decisions they consider the most salutary.
