ABSTRACT
TO clear water-filled ditches or channels systematically at the public expense and at the rate of a penny a day in a particular place, many men are hired by city officials, together with boats, in the following manner. Every single labourer should have a long, curved shovel ending in a scoop, and when this has been thrust down in order to clear the bottom, he will draw it out filled with sand or mud and empty this into his own boat, in which he is carried like a fisherman, until it is full.
