ABSTRACT
THE provinces of the northern kingdoms are many and powerful, so to control them princes appoint governors of different kinds and speaking various tongues, like rays sent out by the sun, with the inten tion of safeguarding equity and justice throughout the entire compass of their territories and ensuring that the security of all their peoples should remain unscathed.
